    WITH THE ANNOUNCEMENT OF AN ALGERIAN CEASE-FIRE IMMINENT WITHIN THE FOLLOWING FEW DAYS, SECURITY FORCES IN PARIS ADOPTED EVEN MORE STRINGENT PRECAUTIONS, FEB 16.

    VIOLENT REPERCUSSIONS TO A CEASE-FIRE WERE EXPECTED IN BOTH FRANCE AND ALGERIA, AND THE FRENCH PRIME MINISTER, MR. DEBRE, CALLED A "COUNCIL OF WAR" OF MINISTERS TO DECIDE ON TIGHTER SECURITY MEASURES.

    POLICE ROAD BLOCKS WERE SET UP IN CENTRAL PARIS AND TROOPS WERE REPORTED STANDING BY ON THE OUTSKIRTS OF THE CITY. FOR THE FIRST TIME IN THE CURRENT CRISIS, POLICE STOPPED AND SEARCHED VEHICLES IN DAYLIGHT, COMING THEN FOR HIDDEN WEAPONS.

    GREATEST FEAR WAS THAT THE CEASE-FIRE WOULD TOUCH OFF AN ARMED RISING OF ALGERIA'S EUROPEAN POPULATION UNDER THE ORDERS OF THE RIGHT-WING SECRET ARMY ORGANISATION (OAS). SOME CIRCLES BELIEVED THE OAS, BY STEPPING UP ITS TERRORIST CAMPAIGN, MIGHT TRY TO WRECK THE SETTLEMENT AT THE LAST MOMENT.

    THE REPORTED PEACE AGREEMENT WAS THE RESULT OF SIX DAYS' HARD BARGAINING BETWEEN SEVEN MINISTERS - THREE FRENCHMEN AND FOUR ALGERIANS - AT A SECRET HIDEOUT IN THE JURA MOUNTAINS, ALONG THE FRANCO-SWISS BORDER.
