    Background: INTRODUCTION: The former Cambodian head of state Prince Norodom Sihanouk has predicted the upcoming International Conference on Kampuchea will fail. Speaking in Paris, the Prince said the talks have no chance of success, because Vietnam, the Soviet Union and China will not be attending. However, Prince Sihanouk said he may offer his own plan for Kampuchea.

    SYNOPSIS: Before holding an impromptu news conference at the entrance of the Orsay Palace in Paris, Prince Sihanouk was greeted by the French Foreign Minister, Monsieur Claude Cheysson.

    The Prince told newsmen there must be a conference, but all parties should be represented. He also warned that the conference in New York next month (August) must not turn into a trial of the Vietnamese. Such a course would he felt, only harden their position. The path to a solution would have to begin with secret diplomacy.

    Meanwhile, Vietnam's Defence Minister Van Tien Dung, was met by his Kampuchea counterpart, Pen Sovan, as he inspected troops during the 30th anniversary celebrations of the Army in Kampuchea. General Van reviewed the ranks of the Cuu Long regiment, the Vietnamese unit which fought against the Khmer Rouge forces led by Pot.

    After the inspection, General Van was presented with a commemorative portrait, and dined with officers of the regiment. Members of the Cuu Long now form the Phnom Penh Security unit, and are based in the Basak Hall area of the capital.
