    Background: FRANCE WILL PARTICIPATE IN EXPLOITING BIG URANIUM DEPOSITS IN THE WEST AFRICAN REPUBLIC OF NIGER UNDER THE TERMS OF AN AGREEMENT SIGNED IN PARIS TODAY (FRIDAY). THE PRESIDENT OF NIGER, M. HAMANI DIORI, AND THE FRENCH MINISTER OF SCIENTIFIC RESEARCH, M. MAURICE SCHUMANN, SIGNED THE AGREEMENT.

    THE DETAILS OF THE AGREEMENT SIGNED BY PRESIDENT DIORI AND M. SCHUMANN WERE NOT DISCLOSED. BUT A SECOND AGREEMENT WHICH THE PRESIDENT SIGNED WITH THE DIRECTOR OF THE FRENCH ATOMIC ENERGY COMMISSION, M. ROBERT HIRSCH, PROVIDED FOR THE SETTING UP OF A JOINT COMPANY TO EXPLOIT THE DEPOSITS.

    THE URANIUM FIELD IS AMONG THE LARGEST EVER DISCOVERED, WITH DEPOSITS ESTIMATED AT 20,000 TONS. THEY ARE CONCENTRATED OVER NEARLY ONE SQUARE MILE (2.3 SQUARE KILOMETRES) AT ARLIT IN THE NORTHERN PART OF NIGER.

    THE FRENCH GOVERNMENT WILL HAVE A HOLDING OF 45 PER CENT IN THE NEW COMPANY, PRIVATE FRENCH GROUPS WILL HAVE 40 PER CENT AND THE NIGER GOVERNMENT 15 PER CENT. AND THERE ARE PROVISIONS IN THE AGREEMENT FOR INCREASED NIGER PARTICIPATION LATER.

    TOTAL INVESTMENT ON THE SITE AT ARLIT IS EXPECTED TO BE ABOUT 220 MILLION FRANCS. THE ORE, WHICH MAY BE REFINED AT ARLIT, WILL BE SHIPPED THROUGH THE PORT OF DAHOMEY TO FRANCE. FRENCH NEEDS FOR URANIUM WILL BE MET FIRST, WITH OTHER COUNTRIES ALLOWED TO BUY ANY SURPLUS.
