    THE SOVIET UNION YESTERDAY (24 NOVEMBER) BECAME THE SECOND OF THE THREE SPONSORING POWERS TO RATIFY THE 16-MONTH-OLD TREATY BANNING THE SPREAD OF NUCLEAR WEAPONS.

    THE NUCLEAR NON-PROLIFERATING TREATY WAS RATIFIED BY A SPECIAL SESSION OF THE PRAESIDIUM OF THE SUPREME SOVIET, THE SOVIET PARLIAMENT, AFTER A REPORT BY FOREIGN MINISTER ANDREI GROMYKO.

    PRESIDENT NIKOLAI PODGORNY, WHO WAS IN THE CHAIR, SIGNED THE RATIFICATION DECREE.

    THE TREATY WILL COME INTO FORCE ONLY WHEN THE THREE SPONSORS -- BRITAIN, THE SOVIET UNION, AND THE UNITED STATES -- AND 40 OTHER COUNTRIES HAVE DEPOSITED INSTRUMENTS OF RATIFICATION.

    BRITAIN HAS ALREADY THE TREATY, AS WELL AS ABOUT 20 OTHER COUNTRIES SO FAR.

    MR. GROMYKO CONFIRMED IN HIS SPEECH TOT HE SESSION THAT THE UNITED STATES HAD INFORMED MOSCOW THAT IT WAS WILLING TO FORMALLY COMPLETE RATIFICATION OF THE TREATY SIMULTANEOUSLY WITH THE SOVIETS.
