    Preparations continued June 25 for the change of rule in the Congo after 80 years of Belgian Administration. At Bukavu on the southern tip of Lake Kivu, in the Congo's eastern province of Kivu, Belgian provincial Governor Borlee at Government Office will hand over his duties to new African Governor Jean Miruho June 30. M Borlee said he might remain as an adviser to Governor Miruho. In the town, many European shops are now for sale.

    Meanwhile some sixty miles to the south, at Usumbura on the northern tip of Lake Tankganyika, in the Belgian-administered U.N. trusteeship territory of Ruanda-Urundi, many Belgian families from the Congo, subjected to intimidation by African employees and the fear of involvement impossible inter-tribal conflict, are using Usumbura Airport as a gateway to Europe. Most of them are women and children.

    King Baudouin will attend the independence day ceremonies in Leopoldville June 30 - at the invitation of the Congo Republic's first President, Joseph Kasavubu, and Prime Minister and Defence Minister Patrice Lumumba, one time postal clerk. From June 29, Belgian Minister of the Congo and Ruanda-Urundi, M. De Schrijver, will become Minister of African Affairs. His colleague M. Scheven is to be called Minister in Charge of Economic and Financial Problems in the Department for African Affairs dealing with aid to the Congo, problems of Ruanda-Urundi and of Belgian settlers.
