    ISRAELI TROOPS AND RESETTLEMENT WORKERS, SUPERVISED BY UNITED NATIONS OFFICIALS, HAVE CARRIED OUT A MAJOR PROGRAMME WHICH INVOLVED EVACUATING NEARLY TEN THOUSAND PEOPLE OUT OF THE BATTERED TOWN OF KANTARA, ON THE SUEZ CANAL, AND REHOUSING THEM AT A NEW SETTLEMENT AT EL ARISH, A HUNDRED MILES (160 KMS) AWAY.

    THIS SETTLEMENT, CALLED OPERATION LIVESAVING, INVOLVED SETTING UP APARTMENTS FOR THE RESETTLE FAMILIES, GIVING THEM RATIONS AND HELPING THEM TO RE-ESTABLISH THEIR OCCUPATIONS AND BUSINESSES.

    WHEN THE EVACUATING BEGAN, THERE WERE 855 FAMILIES IN THE TOWN. THEY HAD BEEN THERE SINCE ISRAELI TROOPS OCCUPIED THE TOWN DURING THE SIX-DAY WAR IN 1967. SINCE THAT TIME, THE TOWN HAS BEEN FREQUENTLY SHELLED. ISRAELI OFFICIALS SAY THEY ARE EVACUATING THE POPULATION TO AVOID FURTHER BLOODSHED IN THE EVENT OF RENEWED SHELLING FROM ACROSS THE SUEZ CANAL.

    UNDER THE CONTROL OF UNITED NATIONS OBSERVERS, TRUCKS ROLLED INTO THE TOWN LAST WEEKEND AND HUNDREDS FAMILIES BEGAN GATHERING THEIR BELONGINGS FOR THE MOVE. THEY STRIPPED THEIR HOMES AND EVEN TOOK THEIR DOGS AND DONKEYS WITH THEM ON THE LORRIES.

    AT EL ARISH, NEW HOMES AWAITED THEM. ISRAELI HAS SPENT MORE THAN IL 100,000 IN REPAIRING APARTMENTS LEFT OF EGYPTIANS WHO HAVE BEEN REPATRIATED FROM THE ARE. WHEN THE KANTARA FAMILIES HAVE BEEN INSTALLED, THEY WILL BE OFFERED FINANCIAL AIR TO TIDE THEM OVER FOR A WHILE AND OFFERED JOBS AND PERMITS TO SET BUSINESS IN THE TOWN.

    WHEN THE EVACUATION WAS COMPLETE, KANTARA RESEMBLED A GHOST TOWN, WITH ENDLESS EMPTY STREETS AND DESERTED, SHELL-DAMAGED APARTMENTS AND CHURCHES.

    ONLY AT ISRAELI COMMAND POSTS OVERLOOKING THE CANAL TO THE EGYPTIAN SIDE, WAS THERE ACTIVITY, AS ISRAELI TROOPS CONTINUED THEIR WATCH ON THE CANAL.
