American businessmen and technical experts are already going to China although technical problems such as frozen assets have yet to be worked out. The US Treasury Secretary Michael Blumenthal is due in Peking late this month and the US Commerce Secretary, Juanita Kreps, is due next months to discuss the question.

Background: The senior Chinese Vice Premier Teng Hsiao-ping, (Deng Xiaoping) has returned to china after his historic visit to the United States - the first official visit made by a Chinese Communist leader.
SYNOPSIS: He was met on his return by Government ministers led by Chairman Hua Kuo-feng (Hua Guofeng).
Mr Teng had flown to Washington on January the 28th to put the seal on the new alliance between China and the United States after nearly 30 years of hostility and gradual rapprochement. The two countries normalised their relations on January the first and are due to exchange ambassadors next month. Chinese reports described Mr Teng's eight-day visit to the United States as a complete success. The reports said the Americans were "nervous but satisfied" while the Russians had reacted with hostility to Deng's statements about attempted Russian global domination.
Great importance was placed on the visit as China is keen to gain access to American finance and technological expertise for its modernisation programme.
