    Background: India told China on October 24 that relations between their two countries could not improve unless they resolved the border issue over which they went to war in 1962. The warning came as the two sides met for the fourth time in three years in New Delhi in another attempt to normalise relations. India claims that Chinese troops illegally occupy more than 36,000 square kilometres (14,000 square miles) of its territory in the Ladakh province of Kashmir state, while China claims Arunachal Pradesh in north-east India as its territory. The Chinese delegation is known to want an agreement under which India would recognise that Northern Ladakh is part of China in return for recognising Arunchal Pradesh as an integral part of India. However, India wants to discuss each sector separately, since it is convinced it can demonstrate the justice of its case in both areas. As the talks opened in New Delhi, several hundred Tibetan refugees demonstrated near the Chinese Embassy. They claim China has no authority to decide any issue concerning Tibetan territory.
