    THE IDEA CAME FROM THE COUNTRY'S TRADE AND YOUTH MOVEMENTS AND IS PAST OF THEIR CAMPAIGN TO SPEED THE PROGRESS OF ECONOMIC DEVELOPMENT IN MALI.

    AN "INTERNAL REVOLUTION" HAS BEEN GOING ON IN MALI SINCE JULY OF LAST YEAR WHEN THE REPUBLIC'S LEADERSHIP UNDER PRESIDENT MODIBO KEITA, IMPOSED A TIGHT ECONOMIC POLICY.

    THIS FOLLOWED AN EARLIER DEVALUATION OF THE COUNTRY'S FRANC TO MAKE IT POSSIBLE, SAID GOVERNMENT OFFICIALS, TO PURSUE TO THE END THE PROGRAMME OF SOCIALIST CONSTRUCTION OF THE COUNTRY.

    THE FRANC WAS DEVALUED TO ALMOST HALF ITS OLD VALUE - ABOUT 1,500 TO THE POUND STERLING INSTEAD OF 686.

    POOR IN NATURAL RESOURCES THE COUNTRY INTRODUCES A FIVE-YEAR PLAN IN 1960 DESIGNED TO HELP AGRICULTURE AND TO BUILD HYDRO-ELECTRIC POWER DAMS ON THE RIVER NIGER AS A BASIS FOR INDUSTRIAL DEVELOPMENT.
