The new United Kingdom High Commissioner in the Rhodesian Federation, Lord Alport, arrived by air in Salisbury on March 3rd. He was just in time to have a brief talk with the Federal Prime Minister, Sir Roy Welensky, who was about to fly to London for talks with the British Government and for the Commonwealth Prime Ministers conference.
Lord Alport was previously Minister of State, Commonwealth Relations Office, and has thus been closely in touch with the problem of constitutional change in the Federation.
Sir Roy Welensky is strongly opposed to the British Government's constitutional plans for his country, opening the way for Africans to have much greater political power. Before arriving in London, Sir Roy said there was still the possibility of further discussions.
Southern Rhodesia, he said, would "in the near future" get full independence, He did not think Northern Rhodesia would "bale out" and wreck the Federation, and he himself was determined to hold the Federation together, he said.
