    PRESIDENT TSHOMBE OF KATANGA AND THE CENTRAL CONGOLESE PREMIER, MR ADOULA, MET IN LEOPOLDVILLE ON MARCH 18 FOR THEIR LONG AWAITED TALKS ON REUNITING KATANGA WITH THE REST OF THE CONGO.

    THREE DAYS EARLIER MR TSHOMBE FLEW IN FROM KATANGA AND WAS PLACED UNDER THE PROTECTION OF UNITED NATIONS TROOPS AND POLICE. WHILE STAYING AT THE U.N. HEADQUARTERS HE SPOKE WITH MR ALERT NYEMBO, CHIEF OF THE KATANGESE DELEGATIONS TO THE CENTRAL PARLIAMENT. ON MARCH 17, MR NYEMBO TOLD A SPECIALLY CALLED PRESS CONFERENCE THAT MR TSHOMBE HAD DEMANDED AND OPPORTUNITY TO SEE THE CONGO PRESIDENT, MR KASAVUBU, BUT HAD SO FAR RECEIVED NO REPLY.

    THE FOLLOWING DAY MR TSHOMBE AND MR ADOULA FINALLY GOT TOGETHER, FOR A TWO-AND-A -HALF HOUR MEETING AT THE PREMIER'S RESIDENCE OVERLOOKING THE CONGO RIVER. RIGID SECURITY PRECAUTION WERE TAKEN, PART OF THE GUARANTEES MR TSHOMBE HAD INSISTED UPON BEFORE AGREEING TO COME TO LEOPOLDVILLE. THESE GUARANTEES INCLUDED THE RIGHT TO RETURN TO ELISABETHVILLE AT ANY TIME HE LINKED.

    EIGHT CENTRAL GOVERNMENT CABINET MINISTERS WERE PRESENT AT THE MEETING. NO COMMUNIQUE WAS ISSUED.
