HE WAS MET AT THE AIRPORT BY MR PHENG NORINUS, MEMBER OF THE LAOS DELEGATION TO GENEVA, THE AMERICAN, BRITISH, CANADIAN, FRENCH AND POLISH AMBASSADORS, AND MR. AVTAR SINGH, THE INDIAN CHAIRMAN OF THE INTERNATIONAL CONTROL COMMISSION.

    FROM VIENTIANE, MR MACDONALD WAS TO GO ON TO LUANG PRABANG, THE ROYAL CAPITAL OF LAOS, TO SEE THE KING IN AN EFFORT TO BREAK THE DEADLOCK BETWEEN THE THREE POLITICAL FACTIONS OVER THE FORMATION OF A NATIONAL COALITION GOVERNMENT IN LAOS. MEANWHILE, THE RIGHT-WING LAOTIAN GOVERNMENT PRIME MINISTER, PRINCE BOUN OUM, AND HIS DEFENCE MINISTER, GENERAL PHOUMI NOSOVAN, WERE MAKING GOODWILL VISITS TO THAILAND, SOUTH KOREA, AND SOUTH VIETNAM, REPORTEDLY SEEKING ECONOMIC AND POLITICAL SUPPORT.

    TWO DAYS AFTER MR MACDONALD'S ARRIVAL - MAY 6 - PRO-COMMUNIST REBEL FORCES ATTACKED AND CAPTURED NAM THA, CAPITAL OF THE NORTH-WEST PROVINCE OF LAOS. CASUALTIES WERE SERIOUS, AND A NUMBER OF WALKING WOUNDED WERE REPORTED WITH THE RETREATING RIGHT-WING TROOPS, WHO WERE REGROUPING ABOUT 30-MILES FROM NAH THA. CORRESPONDENTS WERE GIVEN THE FIRST EYE-WITNESS ACCOUNT OF THE ATTACK IN VIENTIANE MAY 8 BY COLONEL EDWARD ELDER, A SENIOR UNITED STATES MILITARY ADVISER. HE SAID NO POSITIVE IDENTIFICATION HAD BEEN MADE OF THE ATTACKERS, BUT A RIGHT-WING GOVERNMENT STATEMENT ASSERTED THAT THE FINAL ATTACK WAS LAUNCHED BY "EXCLUSIVELY CHINESE AND VIETMINH (COMMUNIST NORTH VIETNAM) BATTALIONS".

    ACTING ON INSTRUCTIONS FROM THE BRITISH FOREIGN OFFICE, WHO DESCRIBED THE CAPTURE OF NAH THA AS A "SERIOUS BREACH" OF THE LAOS CEASE-FIRE AGREEMENT, SIR FRANK ROBERTS, THE BRITISH AMBASSADOR TO MOSCOW, RAISED THE QUESTION OF THE ATTACK MAY 8 WITH THE SOVIET FOREIGN MINISTER, ANDREI GROMYKO. BRITAIN AND RUSSIA ARE CO-CHAIRMAN OF THE GENEVA CONFERENCE ON LAOS.
