    The first extraordinary meeting of SELA, the Latin American Economic System, began in the Venezuelan capital of Caracas on Monday (12 January).

    The meeting was opened by President Carlos Andres Perez of Venezuela. In his opening speech he called for integrated action among Latin American countries. He said it would strengthen national economics and facilitate international negotiations.

    He also indicated that SELA should offer the various Governments concrete projects and programmes as soon as possible.

    If this was not done, he said, the strong initiative of the Latin American counties would be frustrated and they would lose the opportunity to participate in a new international future as an economically strong area.

    SELA is a type of common market, based on principles of economic integration. On the first day the Economic Ministers of the various countries worked out the guidelines for discussions for the opening of the conference.

    The meeting will elect an executive, establish committees, discus finances and the constitution. It will also decide on the activities to be undertaken by the various groups.

    Among the delegates were representatives of Paraguay, Uruguay, Argentina, Chile, Cuba, Mexico and Brazil.
