    THE WORLD'S LARGEST GENERAL ELECTION BEGAN YESTERDAY (WEDNESDAY) IN INDIA WHEN POLLING STATIONS IN EIGHT OF THE COUNTRY'S SIXTEEN STATES OPENED. VOTING WILL CONTINUE FOR A WEEK, AND MORE THAN 250-MILLION PEOPLE ARE EXPECTED TO VOTE.

    MORE THAN FIFTY PER CENT OF THE ELECTORATE IS AGED UNDER 35, AND MILLIONS OF PEOPLE WILL BE VOTING FOR THE FIRST TIME. IT IS INDIA'S FOURTH GENERAL ELECTION SINCE INDEPENDENCE IN 1947.

    THE PEOPLE OF INDIA ARE ELECTING A GOVERNMENT TO RULE THE COUNTRY FOR THE NEXT FIVE YEARS. YESTERDAY, VOTING STATIONS OPENED IN THE STATES OF ANDHRA PRADESH, BIHAR, UTTAR PRADESH, GUJARAT, MADRAS, MAHARASHTRA, MYSORE AND RAJASTHAN, AND IN THE CENTRALLY-ADMINISTERED TERRITORY OF MANIPUR. THESE STATES INCLUDE ABOUT ONE-FIFTH OF THE TOTAL ELECTORATE OF THE COUNTRY.

    THIS FILM WAS TAKEN IN THE MEERUT AREA IN UTTAR PRADESH, ABOUT FORTY MILES (64 K.M.) NORTH EAST OF NEW DELHI.

    VOTERS ARRIVED AT THE POLLS BY BULLOCK CART, BY CAMEL, ON HORSEBACK ON FOOT AND EVEN ON PORTER-BORNE PALANQUINS.

    LONG QUEUED FORMED OUTSIDE POLLING STATIONS. ELECTORAL OFFICIALS HAVE NOT ONLY TO CONTEND WITH VAST NUMBERS OF VOTERS. IN INDIA THE SYSTEM IS MADE EVEN SLOWER BY AN ELABORATE PROCESS OF ISSUING ELECTORAL PAPERS. IDENTIFICATION MUST BE VERIFIED, AND THE VOTERS HAVE AN INDELIBLE MARK PLACED ON THEIR RIGHT INDEX FINGER.

    IN THE MEERUT AREA A LARGE NUMBER OF THE EARLY VOTERS WERE WOMEN, MANY OF WHOM HAD WALKED MILES WITH THEIR CHILDREN TO VOTE. THE SEAT FOR THE MEERUT AREA IS BEING CONTESTED BY THE CONGRESS PARTY, THE MILITANT HINDU JANA SANGH PARTY, AND THE SAMYUKTA SOCIALIST PARTY.

    IT IS ESTIMATED THE 15-MILLION PEOPLE CAST THEIR VOTES ON THE FIRST DAY OF POLLING. COUNTING WILL NOT BEGIN UNTIL POLLING CLOSES NEXT TUESDAY. AND THE FINAL RESULT IS NOT EXPECTED TO BE KNOWN FOR SEVERAL DAYS.
