JACQUES CHABAN-DELMAS, LAST WEEK TOURED AUBERVILLIERS, A WORKING-CLASS SUBURB NORTH OF PARIS, AND SOME OF THE SLUMS DISTRICTS OF THE CAPITAL TO SEE THE CONDITIONS UNDER WHICH FOREIGN WORKERS ARE HOUSED. HE TOLD REPORTERS AFTERWARDS: 'I SHALL TAKE STEPS TOMORROW -- AND I REPEAT TOMORROW -- TO ELIMINATE THESE DOSSHOUSES.'
    M. CHABAN-DELMAS'S VISIT FOLLOWED AN OUTCRY OVER THE PLIGHT OF IMMIGRANT WORKERS IN PARIS AFTER THE DEATH OF ASPHYXIATION OF FIVE AFRICANS EARLIER THIS YEAR.

    THERE ARE NOW MORE THAN 2,500,000 IMMIGRANT WORKERS IN FRANCE, AND IT IS REPORTED THAT MORE THAN 80 PER CENT ARRIVE ILLEGALLY. ABOUT 76,000 ARE ESTIMATED TO LIVE AROUND THE OUTSKIRTS OF PARIS, MOSTLY NEAR BUILDING SITES (35 PER CENT OF BUILDING WORKERS ARE FOREIGNERS.)
    AT IVORY, IN SOUTH-EAST PARIS, THE OWNER OF WHAT HAD FORMERLY BEEN A CHOCOLATE FACTORY WAS ALLOWED IN 1967 TO HOUSE TEMPORARILY 150 AFRICANS, BUT TODAY THE BUILDING HAS 600 INHABITANTS. ROOMS 15FT. SQUARE EACH CONTAIN 16 BUNKS WHICH ARE OCCUPIED 24 HOURS A DAY BY SHIFT WORKERS. THERE IS NO RUNNING WATER, GAS, OR ELECTRICITY.

    PORTUGUESE, MOROCCANS, ALGERIANS, SENEGALESE, AND MALIANS FORM THE LARGEST COLONIES OF WORKERS. EVERY MONTH A BOAT ARRIVES IN BORDEAUX WITH ABOUT 400 AFRICANS FROM DAKAR. TUBERCULOSIS IS A FREQUENT HAZARD, AND WORKERS OFTEN FALL ILL BECAUSE OF POOR SANITATION AND DIET.

    ONCE INSTALLED IN A SLUM OR SHANTY TOWN, IT IS HARD FOR THE IMMIGRANTS TO GET OUT. FRANCE HAS ONE OF THE WORST HOUSING SHORTAGES IN WESTERN EUROPE.

    THE FRENCH GOVERNMENT HAS RECENTLY BUILT MANY HOSTELS, BUT THESE ARE OFTEN LOCATED FAR FROM WORK SITES. THEY ALSO ASK DOUBLE RENT -- THE SECOND RENT BEING A CONTRIBUTION TO THE NATIONAL IMMIGRANT OFFICE.

    AFTER HIS TOUR, M. CHABAN-DELMAS SAID THAT BESIDES IMPLEMENTING MEASURES TO CLEAR THE SLUMS HE WOULD INSTITUTE A REVIEW OF FRANCES'S WHOLE IMMIGRATION POLICY, WHICH WAS THE CAUSE OF THE SUB-STANDARD IMMIGRANT LIVING CONDITIONS.
