Background: Mr. Leonid Brezhnev, Soviet Party Chief, who ended an official visit to France on Saturday (30 October), signed a Document of Co-operation with French President Georges Pompidou at the Elysee Palace shortly before his departure from Paris. The signing ended a week of talks. The 13-point document declares the two countries will resolve to do all they can to settle problems of general and complete disarmament, and to overcome the division of the world into power blocs. It also states that Franco-Soviet co-operation is not directed against the interests of any nation, and does not affect either side's commitments to other countries. The co-operation "is called upon to become a constant factor in their relations and a permanent factor of international life." Following the signing of the seven-page joint declaration of principles, the two leaders agreed that preparations for an All-Europe Conference should go ahead in such a way that it could take place next year.
