    DELEGATES FROM 25 COUNTRIES ARE IN LONDON ATTENDING A UNITED NATIONS SEMINAR ON FREEDOM OF ASSOCIATION. THE SEMINAR STARTED ON JUNE 18 AND WILL CONTINUE UNTIL JULY 1. IT WAS OPENED BY THE LORD CHANCELLOR, LORD GARDINER. COUNTRIES TAKING PART INCLUDE AUSTRIA, BRAZIL, CANADA, DAHOMEY, ETHIOPIA, FRANCE, GHANA, INDIA, ITALY, JAMAICA, JAPAN, MOROCCO, NIGERIA, PAKISTAN, PHILIPPINES, POLAND, SENEGAL, SWEDEN, UGANDA, USSR, BRITAIN, THE US, AND YUGOSLAVIA.

    THE SEMINAR HAS A FULL AGENDA. SOME OF THE MORE IMPORTANT AND CONTROVERSIAL ISSUES TO BE DISCUSSED ARE THE ROLE OF ASSOCIATIONS IN INFLUENCING GOVERNMENT POLICY; THE RIGHT OF GROUPS TO ASSOCIATE WITH OTHER GROUPS BOTH WITHIN AND ACROSS NATIONAL BOUNDARIES; THE EXTENT TO WHICH FREEDOM OF ASSOCIATION MAY BE LIMITED, FOR EXAMPLE ON GROUNDS OF PUBLIC WELFARE OR NATIONAL SECURITY; THE PROBLEM OF ASSOCIATIONS WHICH MAY HAVE BECOME SO POWERFUL THAT THEIR VERY SIZE MAY PROVE A THREAT TO THE RIGHTS OF THEIR INDIVIDUAL MEMBERS; AND THE PROBLEM OF CARTELS AND MONOPOLIES.
