    THE US UNDER-SECRETARY OF STATE, MR NICHOLAS KATZENBACH, SAID IN WASHINGTON YESTERDAY THAT U BOMBING RAIDS NEAR THE BORDERS OF THE PEOPLE'S REPUBLIC OF CHINA IN NORTH VIETNAM DID NOT CONSTITUTE A THREAT TO CHINA. NOR, HE SAID, WAS PRESIDENT JOHNSON EXCEEDING THE POWERS CONGRESS HAD ALREADY GIVEN HIM TO PROSECUTE THE WAR.

    MR KATZENBACH SAID THAT A RESOLUTION ADOPTED IN 1964 SUPPORTING MEASURES DESIGNED TO REPEL ATTACKS ON US FORCES AND TO PREVENT FURTHER AGGRESSION HAD GIVEN THE PRESIDENT ALL THE AUTHORITY HE NEEDED.

    SENATOR FULBRIGHT SAID HE DID NOT FEEL THAT RESOLUTIONS OF THAT NATURE COULD PROPERLY BE ACCEPTED AS A SUBSTITUTE FOR A DECLARATION OR WAR.
