    He said
    President Eisenhower's last official duty before this term of office expires was to sign a treaty with Canadian Premier John Diefenbaker providing for joint development of the Columbia River basin's water resources. The agreement - signed at the White House Jan 17 - provides for construction of dams on both sides of the border that will yield flood control, power and conservation benefits to both nations.
