    SOUTH VIETNAM'S PRESIDENT NGUYEN VAN THIEU ON THURSDAY RULED OUT THE RE-CONVENING OF THE 1954 GENEVA CONFERENCE ON VIETNAM AS AN AVENUE TOWARDS A NEGOTIATED SETTLEMENT IN THE CONFLICT.

    THE PRESIDENT WAS ADDRESSING A JOINT SESSION OF THE NATIONAL ASSEMBLY, WHICH ATTENDED BY FOREIGN DIPLOMATS, INCLUDING MR. ELLSWORTH BUNKER, THE UNITED STATES AMBASSADOR TO SAIGON.

    THE PRESIDENT SAID VIETNAMESE POLITICAL PROBLEMS NATURALLY FEEL WITHIN THE SOVEREIGN JURISDICTION OF VIETNAM AND NORMALLY WERE TO BE SOLVED BY AGREEMENT BETWEEN THE LEADERS OF NORTH AND SOUTH. IN ANY FUTURE TALKS AFFECTING VIETNAM'S FUTURE, THE PRESIDENT RULED OUT THE INCLUSION OF POSSIBLY BRITAIN AND THE SOVIET UNION - THE TWO CHAIRMEN OF THE GENEVA CONFERENCE.

    PRESIDENT THIEU SAID "THAT ONLY THE COUNTRIES HAVING AN ACTIVE ROLE IN THIS WAR ARE QUALIFIED TO PARTICIPATE IN A CONFERENCE ON VIETNAM."
