    LIEUTENANT-COLONEL RICHARD RATSIMANDRAVA, THE FIRST MALAGASY TO HEAD HIS COUNTRY'S NATIONAL MILITIA, TOOK UP HIS POST AT AN OFFICIAL CEREMONY ON WEDNESDAY (2 APRIL).

    THE CEREMONY TOOK PLACE IN TANANARIVE, CAPITAL OF THE REPUBLIC OF MALAGASY (MADAGASCAR). PRESIDENT OF THE REPUBLIC, M. PHILIBERT TSIRANANA PRESENTED THE FLAG OF OFFICE TO THE NEW COMMANDANT.

    COLONEL RATSIMANDRAVA, WHO IS THIRTY-EIGHT, WAS EDUCATED AT THE FRENCH MILITARY ACADEMY AT ST. CYR, AND THE FRENCH SCHOOL OF GENDARMERIE, MELUN.

    HIS NEW JOB GIVES HIM COMMAND OF 4,500 MEN SCATTERED THROUGHOUT THE REPUBLIC.

    THIS IS THE FIRST TIME THE POST HAS BEEN FILLED BY A MALAGASY NATIONAL. THE PREVIOUS HOLDER OF THE POST WAS COLONEL JAMMES, OF THE FRENCH BUREAU OF TECHNICAL ASSISTANCE, NOW BECOMES INSPECTOR-GENERAL OF THE MILITIA.

    THE APPOINTMENT MARKS ANOTHER STEP IN THE TAKEOVER OF OFFICIAL POSTS BY MALAGASY NATIONALS SINCE THE COUNTRY GAINED ITS INDEPENDENCE FROM FRANCE IN 1958.

    THE REPUBLIC HAS MAINTAINED CLOSE LINKS WITH FRANCE, AND MANY POSITIONS HAVE BEEN OCCUPIED BY FRENCH OFFICIALS WHILE MALAGASYS WERE TRAINED TO THE REQUIRED LEVEL.
