    YESTERDAY (WEDNESDAY) AMERICA BEGAN SCARRING FOREIGN SHIPS TRADING WITH CUBA FROM CARRYING ANY CARGOES FINANCED BY THE AMERICAN GOVERNMENT TO ANY PART OF THE WORLD.THE CARGOES INCLUDE ALL FOREIGN SHIPMENTS, DEFENCE SUPPLIES AND SURPLUS FARM PRODUCTS.THE MOVE CAME SHORTLY BEFORE THE AMERICAN DEFENCE SECRETARY, MR MCNAMARA, SPOKE ABOUT CUBA IN A NATIONWIDE TELEVISION BROADCAST FROM THE STATE DEPARTMENT.

    MR MCNAMARA ASSURED AMERICANS THAT ALL SOVIET OFFENSIVE WEAPONS HAD BEEN REMOVED FROM CUBA AND NONE HAD BEEN REINTRODUCED.HE SHOWED AIR INTELLIGENCE PHOTOGRAPHS - OF THE SOVIET BUILD UP AND WITHDRAWAL AFTER - TO SUPPORT HIS STATEMENT INTERPRETING THE PICTURE EVIDENCE: JOHN HUGHES, SPECIAL ASSISTANT TO THE HEAD OF THE DEFENCE INTELLIGENCE AGENCY.
