    Algeria's President Houari Boumedienne on Thursday (8 July) presented prizes to graduating high school and college students who will spend their summer holidays working on agricultural projects. The students will also take part in a campaign to inform farmers of the newly-introduced National Charter for Algeria.

    SYNOPSIS: The new charter, passed in a referendum last month is seen as a major triumph for President Boumedienne. After an unprecedented national debate, the charter was approved with a yes vote of more than 98 per cent. It confirms Islam as the national religion, states that the civilian rulers will control the army and emphasises freedom of the press and the emancipation of women. Explaining the new charter to country people will be a major task for the students. In past years they've concentrated on agricultural development.

    Several thousand students take part in the annual project which was started in 1972, to help boost a planned agricultural revolution. In recent years, the campaign to improve Algeria's farm output was not as successful as hoped. When the large estates were broken up, production declined on the locally-controlled cooperatives. Now, intensive efforts are being made to reverse the trend
    President Boumedienne has taken a personal interest in the attempt to increase productivity. On a recent tour of self-managed farms, he reminded workers that the state would no longer make up any losses. The President is hoping that student help in the countryside and the publicising of the system's shortcomings will help reduce Algeria's reliance on imported food.
