    MR. FERGUSON: "WELL, FIRST I SAY THAT I THINK I DID SEE EVIDENCE OF INDISCRIMINATE BOMBING OF CIVILIAN TARGETS. THERE WAS ONE CASE WHICH I THINK COULD BE LEGITIMATE PILOT ERROR: THAT INVOLVES THE BOMBING OF THE MARKET AT UMALIAH. THE MARKET LIES ALONG A RAILROAD LINE APPROXIMATELY 20 TO 25 YARDS UP A HILL. NOW THE PATTERN OF BOMBS THAT FELL IN THAT AREA WERE PARALLEL TO THE RAILROAD LINE ITSELF, AND IN THAT CASE I THINK THAT COULD BE ATTRIBUTED TO PILOT ERROR. I DID SEE, HOWEVER, EVIDENCE OF BOMBING OF A REFUGEE CAMP."
