HE WAS SPEAKING ON THE LATEST FRICTION BETWEEN CUBA AND THE UNITED STATES, INVOLVING THE ARREST OF CUBAN FISHERMEN IN AMERICA AND CUBA'S RETALIATORY ACTION IN CUTTING-OFF WATER SUPPLIES TO THE U.S. NAVAL BASE AT GUANTANAMO.

    PRESIDENT DORTICOS SAID THAT CUBA WOULD USE THE WAYS OF INTERNATIONAL ORGANISATIONS THAT CUBA CONSIDERED CONVENIENT FOR ITS CLAIM.

    THE LATEST FLARE-UP IN U.S. - CUBA TENSION OCCURRED WHEN THIRTY-SIX FISHERMEN WERE DETAINED BY THE U.S. COAST GUARD FOR FISHING WITHIN TERRITORIAL LIMITS OFF THE FLORIDA COAST. THEY WERE TAKEN TO KEY WEST ON THURSDAY.

    THE JUDGE HANDLING THE PROCEEDINGS DELAYED THE TRIAL UNTIL THE CUBANS COULD MEET WITH A CZECHOSLOVAKIAN DIPLOMAT AND ARRANGE FOR LEGAL COUNSEL. THE CZECHS HANDLE CUBA'S AFFAIRS IN THE UNITED STATES.

    IN RETALIATION, CUBA CUT OFF THE SUPPLY OF WATER TO THE BASE - SAYING THEY WOULD NOT BE RESTORED UNTIL THE FISHERMEN WERE RELEASED. THE DANGER TO THE BASE IS REGARDED ONLY AS SLIGHT AS WATER CAN BE BROUGHT FROM THE AMERICAN MAINLAND.
