    The summit meeting of the Afro-Malagasy Common Organisation (OCAM) at which its charter probably will be signed opens in Tananarive tomorrow (Friday). The charter will be signed by the Heads of State of the 14 French-speaking countries belonging to OCAM. Preliminary work for the conference began early this week (Monday) with sessions of OCAM foreign ministers and experts.

    At an initial meeting in January in Tananarive, the only country to refrain from initialling the draft charter was Congo-Brazzaville.

    The Secretary-General of OCAM, M. Diakha Dieng, said other matters before the summit would be to decide on personnel for OCAM, select a follow-up to the first world festival of Negro arts held in Dakar, and discuss the idea of a French-speaking Commonwealth.

    Financial, cultural and economic problems would also be debated during the four-day summit meeting.
