    FIFTEEN YOUNG NAVAL RATINGS ARE AMONG 21 PEOPLE WHO WENT ON TRIAL IN ATHENS TODAY (JULY 3) CHARGED WITH TRYING TO OVERTHROW GREECE'S ARMY-BACKED GOVERNMENT. TWO FORMER PRIME MINISTERS AND SEVERAL OTHER PROMINENT POLITICIANS HAVE BEEN NAMED AS DEFENCE WITNESSES.

    THE NAVAL RATINGS WERE ACCUSED IN THE INDICTMENT OF PLANNING TO BLOW UP GREEK NAVAL VESSELS WITH TIME BOMBS AND ALSO WITH PLANNING THE DEMOLITION OF SHORE INSTALLATIONS. THE TWO FORMER PRIME MINISTERS CALLED AS DEFENCE WITNESSES ARE PANAYOTIS KANELLOPOULOS, WHO LED THE GOVERNMENT UNTIL 1967, AND STEPHANOS STEPHANOPOULOS, WHO WAS GOVERNMENT LEADER FROM 1965 TO 1966.

    FOUR OF THE ACCUSED -- WHO HAVE BEEN DESCRIBED AS THE LEADERS OF THE GROUP -- FACE DEATH OR LIFE IMPRISONMENT. THE COURT HAD REJECTED OBJECTIONS BY THE DEFENCE COUNSEL, CLAIMING THAT THE DEPENDANTS CAME UNDER AN AMNESTY ANNOUNCED LAST CHRISTMAS BY PREMIER GEORGE PAPADOPOULOS.

    THE COURT -- ONE HIGH COURT JUDGE AND FOUR ARMY MAJORS -- SAID THEY WERE NOT COMPETENT TO DETERMINED WHETHER THE ACCUSED CAME UNDER THE AMNESTY AND DECIDED TO PROCEED WITH THE TRIAL.
