    Background: INTRODUCTION: Ugandan President Milton Obote has paid a 24-hour visit to Zaire for talks with President Mobutu Sese Seko. It was the first meeting between the two heads of state since President Obote was returned to power in elections last December.

    SYNOPSIS:
    President Obote was greeted at the airport on Monday (6 April) by the Zaire leader. The two heads of state wasted no time in getting down to talks, which focused in particular on the problem of Ugandan refugees in Zaire. Over 100,000 Ugandans are reported to have sought refuge in the North-East of Zaire, having fled the famine-stricken region of Karamoja. Although rain has now swept across the barren drought-stricken region, the situation is still critical and food is in short supply.

    The Zaire economy is not strong enough to support the sudden influx of refugees, but U.S.Government agencies are helping to build refugee camps and Belgium, France, West Germany and Great Britain have sent a considerable amount of aid.

    The Zaire government has tried to move most of the refugees away from the border with Uganda following allegations that Ugandan troops loyal to their former president Idi Amin had invaded Uganda from Zaire. The Zaire government has assured uganda that it is a good neighbour and will not tolerate its territory being used as a base for subversive activity against its neighbours. Zaire has also indicated its interest in promoting commercial ties with Uganda
