    A tumultuous welcome from some 30,000 people awaited the Kabaka of Buganda at Entebbe airport, Sept 20, when he returned from London at the end of a month's talks about the constitutional future of Uganda. First to greet him as he descended from the aircraft was his Queen, the Nabakereka. Banana leaves were strewn along the Kabaka's path on his way to Kampala.

    At the London talks, the Kabaka unsuccessfully urged the postponement of Uganda's general elections, scheduled for next February. Despite the Protectorate Government's strong determination to see the programme through without a hitch, the Kabaka's supporters are continuing their campaign of passive resistance against the elections.

    Whereas in other parts of Uganda electors have registered in force, registration figures are low in Buganda. Another recent feature of the Kabaka's boycott was the refusal of members of the Buganda Government to attend the opening by Colonial Secretary Macleod of the new Parliament building in Kampala, Sept 19.
