    Daniel Walker, the director of a study team which reported to a Presidential Commission on the violence in Chicago during the Democratic Convention, said yesterday that the bloody disorders were a "police riot" and the "suspension or dismissal of a handful of policemen will not be enough" to prevent recurrences of violence.

    Walker's 345-page report found that demonstrators provoked police during the convention week disturbances but "the weight of violence was overwhelming on the side of the police."
