    BRAZILIAN WAR MINISTER GENERAL ARTHUR DA COSTA E SILVA TOOK A DECISIVE STEP TOWARDS THE COUNTRY'S PRESIDENCY WHEN HIS CANDIDATURE WAS OVERWHELMINGLY ENDORSED BY THE PRO-GOVERNMENT NATIONAL RENEWAL ALLIANCE CONVENTION IN THE CHAMBER OF DEPUTIES ON THURSDAY.

    THE PRO-GOVERNMENT ALLIANCE HOLDS AN ABSOLUTE MAJORITY IN THE CONGRESS, WHICH WILL ELECT THE SUCCESSOR TO PRESIDENT HUMBERTO CASTELLO BRANCO FOR A FOUR YEAR TERM ON OCTOBER 3.

    THERE WERE 25 BLANK BALLOTS BUT OF THE 361 CONVENTION DELEGATES WHO VOTED 329 CAST THEIR VOTES FOR GENERAL COSTA E SILVA AND HIS RUNNING MATE FOR VICE-PRESIDENT, EDUCATION MINISTER PEDRO ALEIXO. IN A 5,000 WORD SPEECH TO THE CONVENTION GENERAL COSTA E SILVA DECLARED: "THE REVOLUTION CONTINUES AND MUST CONTINUE IN ORDER THAT THE NATION'S MOST LEGITIMATE AND REPUBLICAN ASPIRATIONS BE FULLY ACHIEVED AND CONSTITUTIONAL ORDER RESTORED".

    THE WAR MINISTER HAS PLAYED A KEY ROLE IN BRAZIL SINCE THE MARCH 1964 REVOLUTION WHICH OUSTED PRESIDENT JOAO GOULART'S LEFT-WING REGIME. THE 63 YEAR OLD GENERAL HAS KEPT THE ARMED FORCES UNITED AROUND PRESIDENT CASTELLO BRANCO. HE WAS ELECTED AS THE PARTY'S CANDIDATE AFTER HIS NOMINATION BY A CONSULTATION ON A NATIONAL SCALE. PRESIDENT CASTELLO BRANCO SUPPORTED HIS SELECTION, AND THE CONVENTION MARKED THE GENERAL APPROVAL OF A CANDIDATE WHO IS PROBABLY ASSURED OF VICTORY IN THE ELECTION BY CONGRESS.

    RETIRED MARSHAL AND EX-PRESIDENT EURICO GASPAR DUTRA WAS DECLARED CONVENTION GUEST OF HONOUR, AND THIS GAVE RISE TO SPECULATION THAT THE CANDIDACY OF GENERAL COSTA E SILVA WOULD UNITE THE TWO BRAZILIAN PARTIES.

    IN HIS ACCEPTANCE SPEECH GENERAL COSTA E SILVA SAID HIS PRIMARY OBJECTIVES WERE A RETURN TO DEMOCRATIC INSTITUTIONS AND FREE AND DIRECT VOTING. HE ALSO PROMISED TO CONTINUE THE WESTERN-ORIENTED FOREIGN POLICY NOW BEING PURSUED, AND TOLD DELEGATES THAT BRAZIL SHOULD MAKE AN EFFORT TO EMANCIPATE ITS ECONOMY AND SHOULD NOT BE AUTOMATICALLY HOSTILE TO FOREIGN CAPITAL. "CAPITAL THAT COMES TO CO-OPERATE IN OUR EXPANSION WILL BE WELCOME", HE SAID."
    OPPOSITION DEPUTY LEADER JOAO HERCULINO TOLD REPORTERS THAT THE OPPOSITION WANTED TO CHOOSE THEIR OWN CANDIDATE WHO WOULD CAMPAIGN ON A NATIONAL SCALE FOR DIRECT PRESIDENTIAL ELECTIONS. HE WOULD THEN WITHDRAW FROM THE CONTEST IF THE GOVERNMENT MAINTAINED THE PRESENT SYSTEM OF PRESIDENTIAL ELECTION BY THE CONGRESS.
