    THE COMMON MARKET'S COUNCIL OF MINISTERS MET IN BRUSSELS AGAIN TODAY (MONDAY) IN A LAST MINUTE BID TO REACH AGREEMENT ON COMMON GRAIN PRICES AND OTHER AGRICULTURAL PROBLEMS. THE DEADLINE FOR SOLUTION OF THIS PROBLEM - WHICH HAS OBSESSED THE SIX NATION COMMUNITY FOR THE PAST SIX MONTHS - IS TOMORROW (TUESDAY) LUNCHTIME.

    DURING THE WEEKEND MINISTERS CONDUCTED A MARATHON MEETING WHICH BROKE UP IN THE EARLY HOURS OF SUNDAY MORNING. THE MAIN FEATURE OF THE SESSION WAS THE DECISION BY THE WEST GERMANS - WHO HAVE BLOCKED A DECISION ON GRAIN PRICES FOR THE PAST YEAR - TO SUDDENLY ACCEPT ALMOST ALL THE COMMON MARKET EXECUTIVE COMMISSION'S PLAN.

    THE WEST GERMANS TOLD THE COUNCIL THEY WERE PREPARED TO ACCEPT A 'SOFT WHEAT' PRICE OF 425 MARKS (ABOUT GBP37 STERLING) PER TON, AND ANNUAL COMPENSATION TO HER FARMERS STARTING AT 560 MILLION MARKS (ABOUT GBP48 MILLION STERLING) TO BE GRADUALLY REDUCED FROM 1967 - 1970 AS PROPOSED BY THE COMMISSION. PREVIOUSLY THEY WERE ASKING FOR A PRICE OF 440 MARKS (ABOUT GBP38 STERLING) AND COMPENSATION OF 700 MILLION MARKS (ABOUT GBP61 MILLION STERLING) PER YEAR.

    BUT WHILE THE GERMAN MOVE SEEMED TO OPEN THE WAY TO QUICK AGREEMENT, A NEW OBSTACLE AROSE AS THE ITALIAN DELEGATE OBJECTED TO THE PAYMENT OF ANY COMPENSATION FROM THE FUND. THE ITALIAN DELEGATE, WHO TELEPHONED PRIME MINISTER ALDO MORO IN ROME TO GET FURTHER INSTRUCTIONS, ALSO MADE WIDE RANGING DEMANDS CONCERNING THE COMMON FRUIT AND VEGETABLE MARKET. THE COMMISSION TRIED TO MEET MOST OF ITALY'S DEMANDS IN A PACKAGE DEAL, BUT THERE WAS NO AGREEMENT BY THE TIME THE MEETING BROKE UP.

    IF AGREEMENT IS NOT REACHED BY TUESDAY LUNCHTIME, NO ITALIAN MINISTER WILL BE ABLE TO ATTEND MEETINGS IN BRUSSELS UNTIL THE NEW YEAR BECAUSE OF ITALY'S PRESIDENTIAL ELECTIONS.

    (THE FRENCH DELEGATE PROPOSED THAT HALF THE COMPENSATION TO GERMAN FARMERS SHOULD BE PAID OUT OF THE COMMUNITY FUND, AND THE OTHER HALF BY THE GERMAN GOVERNMENT).
