    At Bad Godesberg, Nov, 13, the West German Social Democratic party began a special three-day congress in order to discuss the new basic programme which was approved by the party executive on Sept 3.

    Attended by 340 delegates from all parts of West Germany - including such well-known personalities as Opposition leader Erich Ollenhauer, West Berlin's Mayor Willy Brandt and the party's military expert Fritz Erler - this meeting represents the second stage in the revision of German Socialist policy since the party's Stuttgart congress in 1957. Noteworthy visitor to the conference: Herr Axen, editor of East Germany's Communist-controlled newspaper "Neues Deutschland".

    The new Socialist party programme is mainly concerned with domestic politics. The only international issues include the promotion of democratic socialism, the strengthening of the United Nations, disarmament by regional and general pacts, and increased aid for underdeveloped countries.

    In the domestic field, the Social Democrats are slowly facing the political realities presented to them during the last ten years by a strong Christian Democratic rule under Dr. Adenauer. They realise that in West Germany, as in other Western countries, a truly Socialist programme has become an anachronism through increasing material prosperity.

    With the great mass of the working class rapidly losing interest in the dictates of Socialist ideology, and the growing middle income group frightened of it, West Germany's Social Democrats are dropping the term "nationalisation" in favour of the more indefinite concept of "public ownership". This is to be introduced, by means of public boards, into the coal mining, electrical power, and nuclear energy industries, without altering their financial structure. Steel and chemicals are to be left untouched for the immediate future as there are so far no practicable plans for these industries.

    Industrial concentration - one of the Social Democrats' main worries is to be countered by introducing a tighter anti-cartel law, increasing the powers of the Federal Cartel Office, using State-owned enterprises to prevent price-fixing, and publicising the dangers of excessive concentration. The Social Democrats also envisage the creation of Government-steered trusts or banks, which will offer the small investor greater security.

    Reluctantly, the Social Democrats have to admit that the State social insurance scheme has its merits. Old-age pensions were increased only recently by 6%, and the scheme pays for itself, with employers and employed each contributing 50%. The new party programme aims at large-scale Government grants to supplement existing pensions, especially for the economically weakest.

    Other important news: this program follows the old one from 1925 called the Heidelberger program. An other discussion point is the relation to the church. the new SPD finally is not totally planing to nationalize the private industry, one of the strongest claims of the old SPD.
