Background: The Emir of Kuwaiti Sheikh Sabah Al Salim Al Sabah had discussions with Syrian Foreign Minister, Mr. Abdul Haleem Khaddam, in Kuwait on Tuesday (14 January), on joint Arab policy in the Middle East. Mr. Khaddam said that he was carrying a message for the Emir from the Syrian President, Mr. Hafez Al-Assad.
The meeting took place at Al-Seef Palace in the presence of the Emir's Private Councillor, Sheikh Abdulla Al-Jaber Al Sabah and the Minister of Foreign Affairs, Sheikh Sabah Al-Ahmed Al-Jabah Al-Sabah.
Kuwait is the headquarters of the Organisation of Arab Petroleum Exporting Countries (OAPEC) and it is from there that the policy has been organised for using oil to gain support for the Arab position at the peace talks going on in Geneva between Israel and Egypt.
