    SYNOPSIS: Vietnam's chief delegate, Nguyen Van Sang, told representatives of 115 countries that Vietnam's irrigation and dam building plan had been "interrupted by the war of aggression and sabotage waged by the United States". Describing devastation caused by American bombing during the Vietnam war, Mr. Sang said that thousands of villages destroyed or abandoned during the fighting would have to be reconstructed and repopulated. Another speaker, Pakistan's representative, Masur Hasan Khan, said that even the remotest communities were entitled to fresh water.
