    The latest Premier, M. Pflimlin, is now empowered to restrict the movement of people and vehicles, search premises at any hour of the day or night, impose a censorship on the Press, radio, cinema and theatre, ban assemblies and order places of entertainment to close, order curfews, call in firearms and authorise military courts to try cases normally dealt with in civil courts. The last time that a state of emergency was declared in France was in 1955 and was also to met an Algerian crisis.

    Protected by about 30,000 police and security troops, the French Government is striving for national unity and has several times called for the submission of the military-civilian 'Committee of Public Safety' set up in Algeria under the leadership of General Massu, a pro-De Gaullist paratroop officer. In spite of the steel band of security surrounding Paris, M. Jacques Soustelle, a strong supporter of General De Gaulle, a former Governor-General of Algeria and a deputy at the National Assembly, managed to escape to Algiers on Saturday, May 17th, end has placed himself at the disposal of the military and civilian leaders of the Algerian "rebellion".

    Meanwhile, back in the capital, Paris, M. Pflimlin has arrested Lt. Gen. Challe, Air Deputy to Gen. Ely, Chief of Staff and Brig. Martin, and as a result Gen. Ely has offered his resignation. Other arrests included a group of 32 armed men who were captured driving without lights through t Central France city of St. Etienno. Police stated that these men were members of an extremist Right-wing organisation and that they were armed with tommy-guns.

    General De Gaulle's statement, which comes after years of political silences, condemned the degradation of the State through the inability of party politics to maintain unity within the country and its dependencies. For 12 years France, at gripe with problems too hard for the party regime, has been engaged is this disastrous process. Once before the country, then in the very depths, placed its confidence in him to lead it wholly to its salvation. "Now", De Gaulle has written, "in the face of the new difficulties which are mounting around it, let the country know that I held myself...........READY TO ASSUME the powers of the Republic."
    The political consequences of this offer have been a unity in the National Assembly to preserve the Fourth Republic from military dictatorship. One of the first hostile reactions to De Gaulle's statement came from the Communists who under their leader, Jacques Duclos, tried to get into a Cabinet meeting to offer their support in the fighting against De Gaulle.

    There are two ways by which De Gaulle can assume the necessary powers of leader of the country, a call from the President with the approval of the National Assembly, or from the mobs. One way is legal the other revolutionary. Observers are of the Opinion that De Gaulle does not yet intend a coup and await his second statement to be issued on Monday afternoon, 19th. May.. With an ever widening split in the country an alarming sight during the week end (17-18th. May) was a victory roll by two French Airforce Mystere yet fighters in the sky above Gen. De Gaulle's residence at Colombey les Deux Eglises.
