    ABOUT 800 SOUTH VIETNAMESE NAVAL RECRUITS LEFT SAIGON LAST WEDNESDAY (15 JANUARY) TO BEGIN TRAINING IN NHA TRANG, ABOUT 20 MILES (ABOUT 338 KMS) TO THE NORTH EAST. THE DEPARTURE OF THE RECRUITS IS PART OF AN OVERALL BUILD-UP OF SOUTH VIETNAMESE MILITARY STRENGTH. IT HAS BEEN REPORTED THAT THE SAIGON GOVERNMENT PLANS TO ASK THE UNITED STATES TO WITHDRAW ABOUT 20,000 TROOPS FROM SOUTH VIETNAM EARLY THIS YEAR.

    MANY RELATIVES WERE AT THE PIER TO SEE THE NAVAL RECRUITS OFF AS THEY BOARDED THE SHIP TO TAKE THEM TO NHA TRANG.

    THE DEFENCE MINISTRY IN SAIGON NOW PLANS TO INCREASE THE NUMBER OF CONSCRIPTS BY DRAFTING MEN BETWEEN THE AGES OF 39 AND 43. MEN IN THIS AGE GROUP MAY BE DRAFTED IF TROOPS ARE STILL NEEDED AFTER THE CALLING UP OF MEN BETWEEN THE AGES OF 18 AND 38.

    SAIGON REPORTS HAVE SAID THAT PRESIDENT NGUYEN VAN THIEU OF SOUTH VIETNAM WOULD SUGGEST A TOKEN AMERICAN TROOP WITHDRAWAL AFTER PRESIDENT - ELECT RICHARD NIXON TAKES CONTROL OF THE WHITE HOUSE NEXT WEEK.

    THE MILITARY STRENGTH OF OTHER FORCES IN SOUTH VIETNAM, INCLUDING AUSTRALIA, NEW ZEALAND, THAILAND AND SOUTH KOREA, NUMBER ABOUT 60,000 MEN.
