    ITALY'S TWO HOUSES OF PARLIAMENT TONIGHT (WEDNESDAY) FAILED IN THEIR SECOND ATTEMPT TO ELECT A NEW PRESIDENT OF THE REPUBLIC. NONE OF THE THREE MAIN CANDIDATES FOR THE OFFICE GAINED ANYWHERE NEAR THE REQUIRED TWO-THIRDS MAJORITY OF THE TOTAL VOTING STRENGTH OF THE TWO HOUSES.

    IN THE FIRST BALLOT TODAY, PROFESSOR LEONE, WHOSE PARTY FORMS THE BIGGEST PARLIAMENTARY GROUP, RECEIVED 319 VOTES; SIGNOR GUISEPPE SARAGAT, THE SOCIAL DEMOCRAT FOREIGN MINISTER, 140; AND COMMUNIST SENATOR UMBERTO TERRACINI, 250.

    UNDER THE ITALIAN CONSTITUTION, FOUR BALLOTS FOR THE ELECTION OF A PRESIDENT ARE ALLOWED. IN THE FIRST THREE SESSIONS A TWO-THIRDS MAJORITY IS REQUIRED. IN THE FOURTH SESSION A SIMPLE MAJORITY -- IN THIS CASE 482 VOTES WILL BE SUFFICIENT.

    IN THE SECOND OF TODAY'S BALLOTS PROFESSOR LEONE'S TALLY WAS 304; SIGNOR SARAGAT'S TALLY DROPPED TWO TO 138; WHILE THE COMMUNIST CANDIDATE'S RETURN OF 251 WAS ONE VOTE UP.

    OBSERVERS SAY A FOURTH BALLOT WILL BE INEVITABLE AS NONE OF THE CANDIDATES COULD HOPE TO SECURE A TWO-THIRDS MAJORITY IN THE THIRD BALLOT.
