    CZECHOSLOVAK COMMUNIST LEADER GUSTAV HUSAK AND PREMIER OLDRICH CERNIK HAVE RETURNED TO PRAGUE FROM THE SUMMIT CONFERENCE OF THE COUNCIL OF MUTUAL ECONOMIC ASSISTANCE IN MOSCOW. EX-PARTY LEADER ALEXANDER DUBCEK, WAS AMONG THE PARTY OF GOVERNMENT AND DIPLOMATIC OFFICIALS AT THE AIRPORT TO GREET THE DELEGATION.

    THERE ARE HOPES THAT DR. HUSAK HAS SUCCEEDED IN GETTING CERTAIN CONCESSIONS FROM RUSSIA INCLUDING THE WITHDRAWAL OF TROOPS FROM CZECHOSLOVAKIA. ON HIS RETURN MR. CERNIK TOLD REPORTERS THAT THE MOSCOW MEETING HAD BEEN "REALLY EXTRAORDINARY". HE WAS CONVINCED THAT IT WOULD OPEN A NEW STAGE IN THE DEVELOPMENT OF "MUTUAL ECONOMIC CO-OPERATION WITHIN THE SOCIALIST COMMUNITY."
    THERE ARE UNCONFIRMED REPORTS THAT THE CZECHOSLOVAK DELEGATION MAY HAVE BEEN PROMISED A SUBSTANTIAL LOAN BY THE SOVIET LEADERS.

    THE COMMUNIST PARTY NEWSPAPER, RUDE PRAVOE, HAD REVEALED THAT SOME LOCAL PARTY GROUPS, LOYAL TO MR. DUBCEK, ARE WITHHOLDING SUPPORT TO DR. HUSAK PENDING CONCRETE ACHIEVEMENTS UNDER THE LEADERSHIP CHANGE WHICH SAW DR. DUBCEK AND OTHERS TAKEN OUT OF THE PARTY'S RULING PRESIDIUM.
