In Chicago, Republicans mounted a massive poll watching campaign against possible Democratic vote fraud, known as Operation Eagle Eye. On Election Day, Eagle Eye put several thousand poll watchers into the field, some of them in radio cars. Followed by photographers, one of the radio cars descended on a polling place where alleged fraud was taking place. the Eagle and the photographers were thrown out. The Cook County (Chicago) sheriff's office was also checking on possible fraud.

Many Republicans have been convinced that Richard Nixon lost the 1960 election to John Kennedy because he failed to carry Illinois because of massive Democratic vote fraud. Thus the mounting of Operation Eagle Eye. By evening, there had been one fist fight (between and Eagle and a Democratic precinct worker), 100 cases of alleged fraud and two arrests (the participants in the fist fight.)
