    Background: On morning Friday 16-04-71 the ambassadors of the Big Four came together for the 18th time at the former Allied Control Authority Building in the U.S.sector of Berlin to discuss the Berlin issue. Participating were the British ambassador, Sir Roger Jackling, the U.S., Kenneth Rush, the French, Jean Sauvagnargues, who was today in the chair and also had his left leg broken and in plaster, and the Soviet ambassador to Eastberlin, Piotr A. Abrassimov.
