Background: On the eve of the 12th anniversary of Dahomey's independence, President Justin Ahomadegbe attended a major youth rally and parade in Porto-Novo. The following day (August 1st) the head of state was to take the salute at another three-hour parade marking the independence anniversary itself.
The President's anniversary message called on all citizens to reflect on the country's problems and suggested that they should be self-critical. He referred to "our stupid divisions, fanataciem of all kinds and our egotism" as factors contributing to internal weakness.
