    TWO LEADING BRITISH OFFICIALS, MR. DUNCAN WATSON AND MR. OLIVER WRIGHT, ARRIVED BACK IN LONDON TODAY (FRIDAY) AFTER TALKS THEY WERE HAVING WITH RHODESIAN OFFICIALS ON THE INDEPENDENCE CRISIS CAME TO AN UNEXPECTED END. LATER THEY ARE REPORTED TO HAVE HELD A TELEPHONE DISCUSSION ON THE SITUATION WITH THE BRITISH PRIME MINISTER WHO IN ON HOLIDAY IN THE SCILLY ISLES.

    THERE HAS NOT YET BEEN ANY OFFICIAL STATEMENT ON THE REASON FOR THE ENDING OF THE THIRD ROUND OF TALKS BY EITHER THE BRITISH GOVERNMENT OF THE ILLEGAL REGIME IN SALISBURY. HOWEVER, THE END FOLLOWED STEPS BY THE REGIME TO INTRODUCE A CONSTITUTIONAL AMENDMENT BILL CONTAINING POWERS OF PREVENTIVE DETENTION WITHOUT THE NEED TO FIRST DECLARE AN EMERGENCY, AND INTRODUCING TRIBAL COURTS WITH LIMITED CRIMINAL JURISDICTION OVER TRIBAL TRUST LANDS IN RHODESIA.

    THE BRITISH TEAM CONSISTED OF MR. DUNCAN WATSON, ASSISTANT UNDER-SECRETARY OF STATE FOR COMMONWEALTH AFFAIRS, MR. OLIVER WRIGHT, AMBASSADOR-DESIGNATE TO DENMARK, AND MR. JOHN HENNINGS, HEAD OF THE BRITISH RESIDUAL MISSION IN SALISBURY. THE TEAM HELD A BRIEF MEETING WITH THEIR RHODESIAN COUNTERPARTS BEFORE LEAVING RHODESIA YESTERDAY IT ALSO MET THE GOVERNOR OF RHODESIA, SIR HUMPHREY GIBBS.

    THE TEAM HAD BEEN IN RHODESIA SINCE LAST FRIDAY.
