Background: The Congress unanimously approved the political course and practical work of the CPSU Central Committee and passed the Directives on the new Five-Year Economic Development Plan.

The concluding speech at the Congress was made by Leonid Breyhnev, General Secretary of the CPSU Central Committee.

Leonid Brezhnev announced the members of the central organs of the Party, elected at the First Plenum of the Central Committee. Leonid Brezhnev has been elected General Secretary of the Central Committee. Leonid Brezhnev, Nickolai Podgorny, Alexei Kosygin, Michail Suslov, Andrei Kirilenko, Arvid Pelshe, Kirill Masurov, Dmitri Polyansky, Petr Sheleat, Gennady Voronov, Alexandr Shelepin, Victor Grishin, Dinmuhammed Kunayev, Vladimir Sherbitsky and Fedor Kulakov form the Politbureau of the Central Committee.

In his speech Leonid Brezhnev thanked the Congress delegates for the confidence given and assured that the Central Committee would make everything to carry out the Congress decisions. He emphasized that the Party would pursue, as previously, the course aimed at rise in economy, improvement in well-being of people, strengthening of friendship of all nationalities of this country and broadening of socialist democracy.

....Leonid Brezhnev cordially thanked all foreign guests who had taken part in the Congress work. He said that the attendance at the Congress by more than 100 delegations of Communist National-Democratic and Left Socialist Parties proved that the CPSU activity was of world-wide importance.

L. Brezhnev expressed gratification at the fact that all the guests who bad spoken at the Congress approved the foreign and home policy pursued by the CPSU. The General Secretary of the CPSU Central Committee assured that in the future the Party wold go on with its course for consolidating the international communist movement and solidarity of all revolutionary forces.
