    SOUTH VIETNAM'S SEVENTEEN-MEMBER NATIONAL HIGH COUNCIL WHICH HAS THE TASK OF STEERING THE COUNTRY TOWARDS DEMOCRATIC GOVERNMENT WAS INAUGURATED IN SAIGON ON SEPTEMBER 26.

    THE ACTING CHIEF OF STATE, MAJOR GENERAL DUONG VAN MINH, WHO SELECTED THE COUNCIL MEMBERS SAID THEY REPRESENTED VARYING RELIGIOUS AND CIVIC GROUPS BUT THEY MUST ACHIEVE UNITY TO CARRY OUT THEIR TASKS URGENTLY.

    THE COUNCIL MUST DRAFT A PROVISIONAL CONSTITUTION AND SET UP A NATIONAL CONVENTION WHICH WILL ELECT A PROVISIONAL NATIONAL LEADER. THIS SHOULD BE COMPLETED BY OCTOBER 28 BUT MOST POLITICAL OBSERVERS BELIEVE IT WAS NOT LIKELY TO BE ACHIEVED AND FURTHER POLITICAL CRISIS WILL PROBABLY INTERVENE.

    MAJOR GENERAL NGUYEN KHANH, THE SOUTH VIETNAMESE PREMIER AND THE COMMANDER-IN-CHIEF OF THE ARMED FORCES, LIEUTENANT GENERAL TRAN THIEN KHIEM, WERE PRESENT. AMONG THE DIGNITARIES PRESENT AS OBSERVERS WERE AMERICAN AMBASSADOR GENERAL MAXWELL TAYLOR AND GENERAL WESTMORELAND, CHIEF OF THE AMERICAN MILITARY ASSISTANCE COMMAND.
