    SIMON KAPWEPWE IS TO REMAIN VICE-PRESIDENT OF ZAMBIA. IN LUSAKA LAST NIGHT (27 AUGUST) HE ANNOUNCED HIS DECISION TO STAY IN THE POST FOR A YEAR.

    MR. KAPWEPWE SAID ON MONDAY THAT HE HAD TENDERED HIS RESIGNATION. HE WITHDREW IT ONLY AFTER AN APPEAL FROM PRESIDENT KENNETH KAUNDA.

    THE EPISODE ARISES FROM TRIBAL ANIMOSITY IN THIS CENTRAL AFRICAN STATE. ZAMBIA'S ECONOMY HAS BEEN SERIOUSLY DISTURBED BY THE EFFECTS OF THE UNILATERAL DECLARATION OF INDEPENDENCE BY RHODESIA, WITH WHICH IT SHARES A BORDER.

    THIS HAS CAUSED A DETERIORATION IN THE TRIBAL SITUATION, WHICH WAS NOW BECOME A MAJOR PROBLEM OF ZAMBIAN LIFE.

    THE VICE-PRESIDENT REFERRED ON MONDAY TO DISCRIMINATION AGAINST HIS BEMBA FELLOW-TRIBESMEN, WHICH HAD ARISEN FROM PERSONAL OPPOSITION TO HIS ROLE AS VICE-PRESIDENT. HE IMPLIED THAT THIS WAS ONE OF THE REASONS FOR HIS RESIGNATION, AND TOLD A PRESS CONFERENCE THAT HE WAS STEPPING DOWN TO AVERT POSSIBLE BLOODSHED.

    IN A BROADCAST AFTER THE RESIGNATION ANNOUNCEMENT, PRESIDENT KAUNDA SAID THAT HE WAS RE-ORGANISING HIS RULING UNITED INDEPENDENCE PARTY TO COUNTER PAROCHIALISM AND SECTIONALISM AMONGST POLITICIANS. AT A PRESS CONFERENCE LAST NIGHT, MR. KAPWEPWE SAID HIS ATTITUDE TO THE UNIP ELECTIONS IN SEPTEMBER NEXT YEAR - THE END OF THE PERIOD HE HAS AGREED TO REMAIN IN OFFICE - WOULD DEPEND ON THE OUTCOME OF THESE REFORMS.
