GEORGE BROWN, WHO LAST NIGHT (FRIDAY) RESIGNED AS BRITAIN'S FOREIGN SECRETARY, APPEARED BRIEFLY OF REPORTERS OUTSIDE HIS OFFICIAL LONDON RESIDENCE TODAY, AND DECLARED THAT HE HAD SOME REGRETS ABOUT HIS RESIGNATION. MEANWHILE, THE COUNTRY'S NEW FOREIGN SECRETARY, MR. MICHAEL STEWART, BEGAN HIS FIRST DAY IN OFFICE WITH A SHARP REBUFF TO HIS PREDECESSOR.

    STANDING ON THE STEPS OF HIS OFFICIAL RESIDENCE, WITH HIS WIFE BY HIS SIDE, MR. BROWN SAID THAT HE DID NOT THINK HE WOULD CHANGE HIS MIND ABOUT HIS RESIGNATION. HE SAID THERE WAS NO QUESTION OF A PERSONAL DISPUTE WITH THE PRIME MINISTER AND THEY WERE STILL ON FRIENDLY TERMS.

    MR. BROWN RESIGNED LATE LAST NIGHT AFTER 19 TURBULENT MONTHS GUIDING THE NATIONS'S DIPLOMATIC AFFAIRS. HE TOLD MR. WILSON IN HIS LETTER OF RESIGNATION THAT HE WAS TROUBLED BY "THE WAY THIS GOVERNMENT IS RUN AND THE MANNER IN WHICH WE REACH OUR DECISIONS".

    BUT FROM THE NEW FOREIGN SECRETARY, MR. STEWART, THERE CAME A SHARP REBUFF FOR MR. BROWN. HE SAID THAT HE DID NOT THINK MR. BROWN WAS RIGHT IN THE CRITICISMS OF THE WAY THE GOVERNMENT WAS RUN. MR STEWART SAID THERE WAS NO DICTATION BY MR. WILSON, AND NO "GOVERNMENT BY TREASURY".
