    WITH ALL THE SIGNS INDICATING THAT IT WILL BE A TOUCH ONE PEOPLE HAVE BEEN GOING ON A HUGE PRE-BUDGET BUYING SPREE. SHOPS REPORT A BOOM IN ALL GOODS BUT PARTICULARLY IN ELECTRICAL ITEMS, SUCH AS REFRIGERATORS, WHICH ARE EXPECTED TO BE HIT HEAVILY BY PURCHASE TAX AFTER TUESDAY.

    BRITAIN'S TEN MILLION MOTORISTS ARE ALSO EXPECTED TO BE HIT HARDER THAN EVER BEFORE. PETROL, LICENCES AND PERHAPS CARS WILL ALL COST MORE.

    GOVERNMENT CIRCLES EXPECT MR. JENKINS TO RAISE NEARLY THREE-QUARTERS OF THE GBP450 MILLION STERLING HE NEEDS FROM AN INCREASE IN PETROL AND VEHICLE LICENCE PRICES.

    ALSO MAKING THEIR CONTRIBUTION TO THE BUDGET REQUIREMENTS IT IS BELIEVED, WILL BE TOBACCO, ESPECIALLY CIGARETTES, AND SPIRITS, WINES AND BEER.

    PRIME MINISTER HAROLD WILSON HAS ALREADY WARNED THE PUBLIC THAT THE BUDGET COULD BRING A TOUCH CRACKDOWN ON LIVING STANDARDS AND THAT THERE WILL BE LITTLE TO SPARE FOR IMMEDIATE LIVING STANDARD INCREASES. ???
