    THE KENYA GOVERNMENT HAS RELEASED 59-YEAR-OLD OGINGA ODINGA, ONE TIME VICE-PRESIDENT AND FORMER LEADER OF THE OPPOSITION. HE WAS DETAINED 18 MONTHS AGO, AND HIS OPPOSITION KENYA PEOPLE'S UNION PARTY BANNED, FOLLOWING RIOTING IN HIS HOME TOWN OF KISUMU DURING A VISIT BY PRESIDENT KENYATTA. MOST OF THE FORMER K.P.U. OFFICIALS DETAINED AT THE SAME TIME HAVE ALREADY BEEN RELEASED.

    SYNOPSIS: KISUMU, A SMALL TOWN IN WESTERN KENYA ON THE SHORES OF LAKE VICTORIA, BOATS THE RESIDENCE OF A WELL-KNOWN POLITICIAN -- OGINGA ODINGA, ONE-TIME VICE-PRESIDENT, AND FORMER LEADER OF THE OPPOSITION KENYA PEOPLE'S UNION.

    MONDAY (MARCH 29) WAS A DAY OF CELEBRATION FOR THE PEOPLE OF KISUMU--FOR MR. ODINGA WAS BACK HOME AFTER 18 MONTHS DETENTION BY THE GOVERNMENT. HIS DETENTION, IN OCTOBER 1969, AND THE SIMULTANEOUS BANNING OF HIS PARTY, FOLLOWED RIOTING IN KISUMU DURING A VISIT THERE BY PRESIDENT JOMO KENYATTA.

    BUT THE 59-YEAR-OLD POLITICIAN WAS NOT WITHOUT FRIENDS. CONSTANT APPEALS FOR HIS RELEASE WERE MADE BY SEVERAL MEMBERS OF PARLIAMENT, HIS WIFE MARY, AND HIS TWO SONS. ON MONDAY, THE SAME MEMBERS OF PARLIAMENT AND HUNDREDS OF RELATIVES AND WELL-WISHERS, FLOCKED TO KISUMU TO GREET THE RETURNING MR. ODINGA, WHO WAS RELEASED ON SATURDAY (MARCH 27). WHILE THOUSANDS OF PEOPLE THROUGHOUT WESTERN KENYA CELEBRATED HIS RELEASE WITH SINGING AND FEASTING, MR. & MRS. ODINGA SPENT THE DAY AT HOME WELCOMING FRIENDS. MESSAGES OF THANKS FOR HIS RELEASE WERE SENT TO PRESIDENT KENYATTA BY MR. ODINGA AND HIS WIFE, AND SEVERAL MEMBERS OF PARLIAMENT.

    AT THE TIME OF HIS DETENTION, AND THE BANNING OF THE K.P.U., THE GOVERNMENT SAID THE PARTY HAD BEEN PLANNING TO OVERTHROW IT, AND THAT THE PRESIDENT'S LIFE AND BEEN "SERIOUSLY THREATENED" DURING THE RIOTS. PRESIDENT KENYATTA HAD BEEN IN KISUMU TO OPEN A 200-BED HOSPITAL BUILT WITH FUNDS FROM THE SOVIET UNION.

    MEANWHILE, AMONG THE K.P.U. OFFICIALS STILL DETAINED IS MR. ODINGA'S CLOSE AIDE, FORMER PUBLICITY SECRETARY MR. ACHIENG ONEKO. APPEALS HAVE ALSO SEEN MADE FOR HIS RELEASE.

    DURING MONDAY'S WELCOME HOME FOR MR. ODINGA, HE WAS SEEN TO MAKE THE SALUTE OF THE KENYA AFRICAN NATIONAL UNION -- THE RULING PARTY. OF HIS DETENTION, MR. ODINGA SAID HE HAD "READ A LOT", ALTHOUGH HE WAS OUR OF TOUGH WITH CURRENT AFFAIRS -- AND HAD NOT KNOWN OF THE OVERTHROW OF PRESIDENT MILTON OBOTE OF UGANDA.

    QUESTIONED ABOUT HIS FUTURE PLANS, MR. ODINGA SAID HE HAD TO "WATCH AND STUDY DEVELOPMENTS" FIRST, AND WOULD MEANWHILE CONTINUE RUNNING HIS BUSINESSES.
