    FRANCE AND CAMBODIA ON FRIDAY (2 SEPTEMBER) CALLED FOR THE NEUTRALITY OF THE WHOLE OF INDO-CHINA AND SAID THAT ALL FOREIGN POWERS WITH TROOPS IN VIETNAM SHOULD PLEDGE THEIR WITHDRAWAL WITHIN A SPECIFIED TIME.

    GENERAL DE GAULLE AND PRINCE NORODOM SIHANOUK, THE CAMBODIAN CHIEF OF STATE, SIGNED A JOINT COMMUNIQUE AT THE ROYAL PALACE IN PHNOM PENH. IT SAID THAT ALL PARTIES CONCERNED IN THE CONFLICT SHOULD AGREE TO OBSERVE THE 1954 GENEVA AGREEMENT AND HALT ALL ACTS OF WAR ON VIETNAM TERRITORY.

    THE COMMUNIQUE ADDED: "THIS IMPLIES THAT ALL FOREIGN POWERS WHICH HAVE INTRODUCED TROOPS THERE SHOULD PREVIOUSLY COMMIT THEMSELVES TO WITHDRAWING THEM WITHIN A SPECIFIED TIME AND CEASE ALL INTERVENTION". THE DOCUMENT CAME AT THE END OF GENERAL DE GAULLE'S VISIT TO THE FORMER FRENCH COLONY.

    IMMEDIATELY AFTER SIGNING THE COMMUNIQUE GENERAL DE GAULLE MET AND TALKED TO THE QUEEN MOTHER OF CAMBODIA.
